The report examines some of the problematic aspects of the normative regulation in Bulgaria concerning elections and referenda and proposes possibilities for changes in the legislation with a view to increase Bulgarian voters’ activity. Given the significant decline in the percentage of Bulgarian citizens voting in recent years, one of the most important tasks of the National Assembly is to identify the optimal methods to guarantee not only the full realization of the voting rights of citizens, but also the actual respect of their political will.
