dc.description.abstractThe principle of targeting children and parents as consumers and needy risk groups from the support and use of social services is regulated by law in the Child Protection Act and the Social Services Act. This fact puts into focus certain institutions involved in targeting users and determining their support needs. This article presents a study of existing practice in directing users to use social services, emphasizing the wider partner network, in the form of institutions that are part of the community and the environment of families. The research brings stakeholders into the process of determining the factors leading to children's and parents' need for support delivered through the social services sector.
